East County Advanced Water Purification Joint Power Authority, California, USA – In Construction Reservoir Augmentation collaborative program
The East County Advanced Water Purification Program is creating a new, local, sustainable and drought-proof drinking water supply for East San Diego County. The Program will use state-of-the-art technology to purify East San Diego County’s recycled water to produce up to 30% of East County’s drinking water supply. The Program is a collaborative effort between Padre Dam Municipal Water District, the City of El Cajon, the County of San Diego and Helix Water District.
The East County Advanced Water Purification is currently under construction and is scheduled to begin distributing water in 2026. The Program provides East San Diego County with increased local control of its water supply. This independence secures a long-term solution for continued water supply stability in our communities and safeguards the vitality of our economy and quality of life.
Why is this program needed?

- The cost of imported water and wastewater treatment continues to rise.
- California continues to face unpredictable precipitation and more frequent droughts.
- Imported water requires an enormous amount of energy to transport.
